Can Belt of Blasting actually be traded to another player?

Yes. The item is Bind on Equip, not Bind on Pickup. The crafter makes the belt and hands it to you via trade. The pattern is BoP - the belt itself is BoE.

I'm not a tailor. Can I still order this?

How many Nether Vortex does it take, and why is that a problem?

Two. Doesn't sound like much, but Nether Vortex is a BoP drop from T5 raid content - 5-6 per full run of both raids per week. The entire guild is lining up for them: warriors want Dragonstrike, paladins want Lionheart Executioner, and every caster DPS wants your belt. In an average 25-man guild, you can expect to wait 3-4 weeks for your two Vortex after Phase 2 starts.

Does the belt come gemmed?

Not by default, but you can add it as an option. Best setup for most casters is Runed Living Ruby (+9 spell damage) in both sockets, or Veiled Noble Topaz (+5 spell damage, +5 hit) in the yellow. Will Belt of Blasting be outdated in a couple weeks?

What is Belt of Blasting?

Belt of Blasting is an ilvl 128 epic crafted cloth waist piece, made through Tailoring (375) using Pattern: Belt of Blasting. This belt shows up on BiS lists for nearly every caster DPS in the game: Affliction and Destruction Warlock, Fire and Arcane Mage, Shadow Priest, Balance Druid, Elemental Shaman. It's not locked to any tailoring specialization like Shadoweave or Spellfire - any tailor with 375 skill and the pattern learned can craft it.

Zero stamina, zero intellect - a deliberate trade-off by Blizzard. The entire item budget went into raw damage output. Nether Vortex: The Real Bottleneck

The real wall is Nether Vortex.

Vortex drops from bosses and trash in Serpentshrine Cavern and Tempest Keep: The Eye. A full run of both raids yields 5-6 per week. Split across 25 people. Factor in Dragonstrike needing 8 Vortex, Lionheart Executioner needing 6, Belt of Blasting needing 2, Boots of Blasting needing 2, Belt of Natural Power needing 2, plus a dozen more recipes - and the queue stretches to a month or more even in organized guilds. Picture the guild Discord at 2 AM: an officer distributing Vortex loot, and if you're the fourth warlock in the raid, your turn is somewhere between "after the rogue gets Dragonstrike" and "eventually."
