The pattern drops from mobs and bosses inside those two 25-man raids, and the key material - Nether Vortex - is a BoP drop from raid bosses only.

If you don't have a raiding guild at the start of Phase 2, buying through a service is the only realistic way to get this belt in the first few weeks. Crafting Materials and Why Nether Vortex Changes Everything
