Does Claw drop every time from Al'ar?

No. Al'ar has a loot table with several epic items, and Claw of the Phoenix is one of the possible drops. Across our 340+ kills, the Claw showed up roughly every fifth or sixth run. If it doesn't drop on the first lockout, the service rolls over to the next week.

Do I need Talon of the Phoenix too?

Talon is the main hand, and it also drops from Al'ar. Ordering both at once makes sense if you want the full phoenix set, but Claw on its own is already BiS off-hand. Plenty of rogues pair it with a different main hand and still come out way ahead just from having the Claw in their off-hand slot.

Can an Enhancement Shaman use this?

You can equip it, sure. But 1.50 speed guts your Windfury proc damage. Enhance shamans want 2.60 speed in both hands, and running Claw at one-and-a-half seconds per swing costs you around 40% of your Windfury DPS. Grab a Netherbane. Seriously.

What if I haven't finished The Eye attunement?

What is Claw of the Phoenix?

Claw of the Phoenix is an epic off-hand fist weapon at ilvl 134 that drops from Al'ar, the first boss in Tempest Keep: The Eye. In TBC Anniversary this is Phase 2 raid content, and the item sits on the Best-in-Slot list for Combat Rogues through all of Tier 5 and into Tier 6. The 1.50 speed is the stat that matters most - off-hand speed directly controls how often Combat Potency fires (chance on hit: restore 15 energy) and your application rate for Deadly and Instant Poison.

Al'ar - Kael'thas's phoenix god - isn't the hardest boss in The Eye, but it's one of the most punishing when mistakes happen. 6.8 million HP, a two-phase fight with platform rotation and Dive Bombs where a single healer death in Phase 2 spirals the whole raid. Pug wipe rate on Al'ar sits around 25-30% on Warcraft Logs, and most of those wipes happen on the phase transition - the boss "dies" at 0 HP and detonates with Ember Blast, killing anyone in melee range who isn't ready for the knockback. In a standard 25-man Al'ar run, the boss drops 2-3 items per kill from a table of 8-10 slots. Even when Claw of the Phoenix does show up, every melee with fist weapon skill in the pug wants it - and that's rogues and fury warriors at minimum.
