A character can enter The Shattered Halls in Normal mode immediately after reaching level 70 without additional preparation. To enter, you need a Shattered Halls Key from Shadowmoon Valley or the help of a rogue with high lockpicking skill to open the door. Without a key and good equipment, it is difficult for a beginner to complete the dungeon, but professional boosters will help you do it fast and safely.

To enter Heroic Shattered Halls, you need a special Flamewrought Key. The character buys this key from the quartermaster in Thrallmar or Honor Hold upon reaching Revered reputation. Without it, it is impossible to enter Heroic mode in Shattered Halls, so professional boosters will help you quickly obtain the key and complete the Heroic dungeon.

The Shattered Halls is not required to obtain the key to Karazhan (this key is obtained through a series of quests in other dungeons) and is not mandatory to start Tier 4 progression. However, Heroic Shattered Halls is required for the Trial of the Naaru chain, which grants the Champion of the Naaru title and the key to the Tempest Keep raid (Tier 5). In addition, running Shattered Halls provides rare pre-raid gear that is useful for preparing for Tier 4 raids.
