Arms Warrior, Fury Warrior, Feral Druid DPS, Feral Druid Tank - for them it's undisputed BiS in Phase 2 and beyond. Enhancement Shaman and BM Hunter also prioritize it once they already have Dragonspine Trophy. Realistically, every physical DPS player wants this item.
